CD INTERIM DECISION: ACCEPT DOT, DIFFUNC, HIGHCARD (Final 8/27)

I have made an Interim Decision to ACCEPT the DOT, DIFFUNC, and
HIGHCARD content decisions.  Each received at least 7 ACCEPT votes, a
few NOOPs, and no MODIFYs.

I expect that DOT Notation will prove to be extremely useful in a
number of situations.  HIGHCARD, in conjunction with DOT, will allow
the CVE to serve as a basis for enumerating vulnerabilities at a lower
level of detail, without too much of an impact on the CVE's
manageability.  Finally, the acceptance of DIFFUNC will make this
pervasive content decision a useful tool, especially with respect to
CF and SA category problems.

The vote total is below.  I will make a Final Decision this Friday,
August 27.
