CD INTERIM DECISION: REJECT EXCLUSION and SYSCON (Final 8/27)

I have made an Interim Decision to REJECT the EXCLUSION and SYSCON
content decisions.  For the most part, EXCLUSION was the negation of
INCLUSION, so it was effectively a duplicate.  EXCLUSION should thus
be rejected.  SYSCON places unnecessary focus on the system
administrator perspective, which is contrary to the CVE goal of
independence from multiple perspectives.  Thus it should also be
REJECTed.

I will make a Final Decision this Friday, August 27.
