[VOTES] Sample voting page for a cluster

All,

We are continuing our development of a web site to support Board
members in voting on individual candidates.  Below is a sample
navigation page for a single candidate cluster, RECENT-21.  Feedback
is appreciated.

Each cluster has its own page.  This page breaks down the associated
candidates by OS family.  The user can select what to vote on by one
of these charactestics:
  - if/how the vendor has acknowledged the problem
  - the "Editor's priority" (i.e. priority rankings assigned by me)
  - candidate status (does it need one more vote?  Or is it ready to
    be accepted?).

The user will be able to click on an individual candidate number,
which will bring them to a separate page that allows them to review
and vote on that candidate.

While we are still working on some engineering issues, I hope that we
will be able to go "live" with voting web pages sometime in July.
