Board meeting duration changed; updated Board governance documents

Shockingly for RSA, we have run into a scheduling conflict for the meeting space for the CVE Editorial Board meeting. The new time tomorrow will be 8:00 AM – 11:00 AM PDT (GMT-7).

Attached please find updated drafts of both of the Editorial Board governance documents. These drafts should include and address all comments received to date.

We will post the slides for the CVE Activities overview and the proposed changes to the Adoption and Compatibility Program later today.
