[BOARD] David Balenson has left the Editorial Board

David Balenson has left the Editorial Board.  Jim Magdych remains on
the Board as an NAI representative.

Unfortunately, David found that due to time constraints, he has been
unable to put enough effort into the CVE Initiative since he attended
the Board meeting at AXENT in March 2000.  David and NAI still remain
strongly supportive of CVE.

David is honorably setting an example with his departure, and for that
I thank him.  He will help set a base level for future expectations of
Board members, especially of organizations with multiple members.
