Initial Candidate Proposal and Acceptance Process: Clarification

As a clarification, candidate proposals may include references for
several reasons:

1) The reference(s) can point to other information sources that other
board members may wish to use while reviewing the candidate.

2) The reference may become associated with an approved CVE
vulnerability within CMEX.

Similarly, the category is included with the candidate since some CVE
content decisions depend on the category, and the category will also
be recorded in CMEX.

Thanks to Adam Shostack for bringing up this potential point of
confusion.
