RE: Candidate numbering scheme

Why not make every candidate number something like "Temp-99-01" where 
we simply count from the beginning of the year?   The "Temp" in the 
name makes it clear what the number is.   It is not too long to use, 
and it is different enough from the final scheme as to not be 
misunderstood.
